In order to ensure that your application is processed as quickly as possible you should include a brief CV (listing your qualifications to date) and an outline of your research interests when emailing faculty.
The full application process is outlined here: http://www.ul.ie/graduateschool/how-apply
Information for international research students is available on : http://www.ul.ie/graduateschool/. This covers issues such as visas, immigration, medical insurance and accommodation.
