Research published by Dr Martin J Power of the ECSH and Dr Majka Monika show that some civil servents believe tthat there is too much discretion when deciding who qualifies for habitual residence in the study, "Understanding how decision-makers practice discretion in the context of the Habitual Residence Condition (HRC) in the Republic of Ireland" published in the Irish Journal of Sociology.
