Construct China's Civil Service System: Incorporating Policy Transfer with Chinese Characteristics.
The research of civil service reform in China is not in its infancy. From basically copying the Soviet model, turning to accept and learn from the Western countries' experiences, and to trying to construct its own civil service system gradually, China has never stopped to learn lessons from abroad while developing its civil service policies.
The Ph.D. research focuses on two issues:
· How the policy transfer affects the civil service system during the period of policy choose and design, and
· How the transferred policies and programmes are adjusted to fit the Chinese political and social environments while China is constructing its own civil service system with Chinese characteristics.
